Barcelona has a plan to transform itself into a cleaner, more orderly, and safer city. Do you know which one it is? Continue reading…

To achieve these goals, Pla Endreça has a budget of €550 million for 2024, and an additional €435 million allocated during the municipal mandate for maintaining and rehabilitating public spaces. This comprehensive strategy focuses on making Barcelona a more orderly, clean, and safe city.

Approach and lines of action

The Pla Endreça revolves around several key action areas that cover various aspects of public spaces, from design and maintenance to tackling incivility and encouraging civic responsibility. Here are the main pillars of the plan:

  • Design: A review of public spaces aims to simplify and reorganize existing elements, creating a more functional environment. This includes adapting to new urban and social needs with a focus on sustainability and accessibility.
  • Maintenance: The maintenance strategy shifts from reactive to proactive, ensuring swift repairs for damaged elements and scheduled renewals when urban infrastructure reaches the end of its lifespan.
  • Authority and civility: Measures will intensify to enforce rules of coexistence, aiming to restore order in public spaces by sanctioning uncivil behavior, like graffiti or public alcohol consumption.
  • Citizen co-responsibility: The plan emphasizes collaboration with citizens, promoting greater awareness of keeping the city clean and respecting coexistence rules.

    Concrete measures and implementation

The plan consists of 34 measures grouped into eight main lines of action, ranging from mobility and urban service management to governance and social co-responsibility

The Comprehensive Maintenance Plan is a standout, with an investment of €435 million during this mandate, focused on three main areas:

    • Rapid repair of damaged public elements.
    • Scheduled renewal of infrastructure when they reach the end of their lifespan.

    • Urban transformation in areas that require a full redevelopment to meet new needs.

Urban cleaning will also be reinforced through neighborhood brigades and sustainable methods like groundwater street cleaning, alongside improved management of urban greenery and a resilience plan for drought emergencies.

    Technologies and plan evaluation

To ensure the success of Pla Endreça, a new Barcelona Direction Plan Office has been established under the Municipal Management. Advanced technological tools will monitor the measures implemented and evaluate results.

This system includes a scorecard and a set of indicators based on public space audits, management reports, and citizen feedback, allowing the plan to be adjusted over time.

Towards a cleaner and safer Barcelona

The Pla Endreça represents a strong commitment to improving and maintaining Barcelona’s public spaces, tackling challenges in maintenance, coexistence, and sustainability. With significant investment and a comprehensive plan, the goal is not only to enhance the urban environment but also to foster greater civic responsibility among residents. The plan’s flexibility and ability to adapt will be key to ensuring long-term success, creating a cleaner, more orderly, and safer city for everyone.
